In Japan cell phone carriers have e-mail communication server service which is useful for PTA's communication instead of phone calling tree communication.

But e-mail communication server service can NOT work well for some kind of student groups like group B in Fig2.

The group B in Fig 2 describes the group who does NOT properly resister, cancel the registration or does NOT reply
from control server's e-mail.

The problem of e-mail communication server service is that there is no way to communicate with students of group B.
